This article explains the difference between the admin designations.
Report owner
A user who created a report or was assigned as its sole owner can:

Modify the report’s content and source

Change its sharing type (the available sharing types are described in a related article)

Add or remove report admins

Delete or archive the report
Report admin
A user designated as a report admin can perform the same actions as the report owner, except deleting the report.
Report admin access is useful when a report needs to be updated, regardless of the owner's availability. For example, a report admin can:

Update the report's source or date range.

Add or remove users or user groups for limited or private reports.

Add or remove other report admins.
Jira system admin
A user with Jira System admin permissions can perform all the actions listed above and can also make the following changes:

Set default Time Zone settings for all reports, as explained in a related article.

Restrict access to the Worklogs Report app and worklog data for users or user groups.

Add an integration with Timesheets by Tempo, a third-party application, as shown in a related article.

Transfer report ownership, as shown in a separate articled.

Delete any report.
Jira admin access is useful when changes occur in your organization’s Jira environment, for example:

When a report owner needs to be reassigned

When Time Zone settings must be updated after part of the team relocates internationally

When a client needs access to Jira and to specific private or limited-access reports (the available sharing types are described in a related article)
Along with admin permissions, other factors can affect your access to a report, as described in a separate article. A Jira admin can check whether a user has the required Jira and App permissions to view the full report, including access to the work item, filter, and any other report sources.
