This article explains how to verify whether a user can create reports using the action button, either for specific issue types within a project or for all types.
It also outlines the permissions required to use the Pivot Report action button:

If the button is disabled in project settings, a Project or Jira admin can review and update those settings.

If the button is disabled in app settings, a Jira admin can resolve the issue.

Who can disable the Pivot Report button?

Project admins can disable the Pivot Report button for the entire project or specific issue types.

Jira admins can disable Pivot Report entirely at the app level for a specific user, which also disables the button.
How can you to determine if the button is disabled?
As a regular user, follow these steps to check if the Pivot Report action button is disabled for your project.

Verify if Pivot Report is missing from the top navigation bar.
If Pivot Reports is missing from the top navigation bar, you don’t have permission to use the report features. You can skip the rest of this section.
To request access, contact a Jira admin and ask them to enable the app, as detailed in a separate article.

Navigate to an issue in the project and verify whether the Pivot Report button appears for this issue and other issue types in the same project.
After completing step 2:

If the button is missing for all issue types, the app is likely disabled for the project, or some required configurations are missing.

If the button appears for some issue types, the behavior is likely caused by missing project configurations for those specific types.

Can you disable the button for an entire project?
Yes, the Pivot Report button can be disabled for an entire project, as seen when completing steps 2, in the prior section, as a regular user.
The steps below help a Project admin—who does not have app-level access permissions—assist a regular user in diagnosing whether the button is disabled within a project.
To validate if the button is missing configurations at the Project level, follow these steps as a Project admin (or Jira admin):

Go to a project’s sidebar, and click on Project Settings.

On the Project Settings page, scroll down and select Pivot Report.

In this page, verify if the Enable Pivot Report button checkbox is selected. If it is unchecked (as shown in the screenshot), the Pivot Report button will be disabled for this project.

Verify if the Issue types textbox is empty.
If the Enable Pivot Report checkbox is selected but the Issue types textbox is not empty, the button is enabled but may not appear for certain issue types.

To show the button for all issues, clear the Issue types textbox.

Alternatively, select only the issue types where the button should appear.
