This article explains how to verify whether a user can create reports using widgets, either for specific work types within a space or for all types.
It also outlines the permissions required to use the Pivot Report action button:

If widgets are disabled in space settings, a Space admin or Jira admin can review and update those settings.

If widgets are disabled in app settings, a Jira admin can resolve the work item.
Once widgets are enabled, follow the steps in a related article to use them.
Who can disable widgets?

Space admins can disable widgets for an entire space or for specific work types.

Jira admins can disable the app for an entire space or for specific users, which also makes the widgets unavailable for that space or those users.
How can you determine if Widgets are disabled?
Follow these steps to check if the Pivot Report action button is disabled for your space.

Open the Apps list from Jira’s sidebar, and verify if Pivot Reports is listed.
If Pivot Reports is missing from the Apps list, you don’t have permission to use the report features. You can skip the rest of this section.
To request access to the app, contact a Jira admin and ask them to enable Pivot Report in the app-level settings.

Navigate to an Work item within a Space, and click the actions (•••) menu in the Work item View.

Verify if Pivot Report (button) appears in the dropdown for this work item and other Work types in the same Space.
After completing steps 2 and 3:

If the button is missing for all work types, the app is likely disabled for the Space, or some required configurations are missing.

If the button appears for some work types, the behavior is likely caused by missing Space configurations for those specific types.

Navigate to an Work item within a space, and click the App actions menu in the Work item View.

Verify whether Work item Tree, Work item Progress, or both are listed in the menu for this item and other work types in the same space. The screenshot below shows an example with both widgets available.
After completing steps 2 through 5:

If the Pivot Report button, Work item Tree, and Work item Progress are missing for all work types, the app is likely disabled for the space, or some required configurations are missing.

If Work item Tree or Work item Progress appear for some work types, the behavior is likely caused by missing space configurations for those specific types.

Can you disable widgets for an entire space?
Yes. Widgets can be disabled for an entire space.
The steps below help a Space admin—who does not have app-level access permissions—assist a regular user in diagnosing whether widgets are disabled within a space.
Missing space Level Integration
To validate if a widget is disabled at the Space level, follow these steps as a Space admin (or Jira admin):

Open Spaces, click on the actions (•••) menu for a Space.

Click Space settings.

In the Space settings, go to the Apps section in the sidebar and select Pivot Report.

On the Pivot Report Space Settings page, click the Work item Progress or Work item Tree tab and check if the message Work item View Integration disabled for entire space appears.
If Off appears in the tab name, along with the message Work item View Integration disabled for entire space (as shown in the prior screenshot), then Pivot Report is disabled for this space.
Contact a Jira admin to re-enable Space Level Integration from the Pivot Report Settings page in the app-level settings.
If Off appears in the tab name, while another message appears, the widget are disabled for this space.
Navigate to the Integration tab by following the the steps in the next section, to enable a widget for all or selected work types.
Missing space configurations
To validate if a Widget is missing configurations at the Space level, follow these steps as a Space admin (or Jira admin):

Open the Space settings for a space, go to the Apps section in the sidebar, and select Pivot Report. (see the prior section)

On the Pivot Report Space Settings page, click Integration.

Verify if the Enable Work item Progress widget checkbox is selected (as shown in the screenshot below for the Work Progress widget). If it is unchecked, the widget will be disabled for this space.

Verify if the Work types textbox is empty. Repeats steps 3 and 4 for the Work item Tree widget.
If the Enable Work item Progress widget checkbox is selected but the Work types textbox is not empty, the button is enabled but may not appear for certain work types.

To show the button for all items, clear the Work types textbox.

Alternatively, select only the work types where the button should appear.
The same principle applies for the Work item Tree widget.
